Blended training: Gender Responsive Governance

Course Introduction:

How can policies and programmes be inclusive and more specifically, gender sensitive? How do values of inclusiveness and gender equality result in better performance and greater benefits for your organization or community? This course discusses gender-sensitive strategies as well as tools for gender analysis, mainstreaming gender and gender-responsive budgeting in policies and programmes at the local level.

Special attention is given to designing strategies for effective and meaningful involvement of marginalized groups (i.e. women, youth) in development initiatives. The course will also underline how best to engage men and discuss cross-cutting issues of applying a diverse gender perspective (intersectionality), especially in complex cultural and religious settings.

Practical examples from around the globe, the application of interactive ways of sharing knowledge and work with renowned experts in this field will give participants a deeper understanding of gender dynamics and strategies for addressing the different needs and priorities of women, men, young girls and boys.

Key concepts of this course will include gender analysis, gender mainstreaming, gender budgeting, equitable service delivery, social economic empowerment, meaningful participation, transformative change, effective communication, working with gender in complex settings, gender in conflict and peace and Gender Based Violence.

Course modality:

Due to the travel restrictions associated with the Coronavirus outbreak, the format of the course has been adjusted*.* We are now offering a practice-oriented blended course, consisting of two parts:

Online module: This module will consist of several assignments spread throughout the timeframe provided. This is an opportunity to learn about the topic (while enhancing your online skills in an innovative e-learning environment) and prepare you for the next part of the course.
Dates: 28 September to 6 November.

Face-to-Face course: Participants will spend eight days in The Netherlands, focusing on study visits, expert presentations and the exchange of experiences with other participants. We intend to offer this part of the training in 2020, but if this proves not to be possible, it will be postponed to 2021 at the earliest possibility.
Dates: 16 to 23 November.

Learning Objectives

This course aims to:

  • Increase your knowledge about gender concepts and relate to the latest insights in gender-responsive governance, including fragile contexts;
  • Adopt tools for conducting gender analysis, gender mainstreaming and budgeting in development initiatives;
  • Design strategies for equitable service delivery and socio-economic empowerment of marginalized groups;
  • Compare different approaches for meaningful participation of marginalized groups in development initiatives;
  • Improve your personal skills in effective communication and action planning for a meaningful change in your organisation/programme activities.

After successful completion of the course, you will receive a certificate from The Hague Academy for Local Governance.

Intended Audience

Men and women working with policymakers at the local and national level, decision-makers, international development practitioners, gender specialists within government, NGO’s and the UN system, HR officers and other persons who are interested in promoting inclusive development with a special focus on strengthening the position of women and marginalized groups.

*Sundus Balata:* Sundus is an independent consultant with over 8 years of experience working in international organisations and NGOs in the fields of social inclusivity, youth, gender equality and women’s empowerment. She has consulted for the GIZ (German Development Cooperation) the Aga Khan Foundation, the Dutch Ministry for Foreign Affairs among others on gender mainstreaming, entrepreneurship, project management and results-based monitoring.
